Obama did not name the countries which he commemorated,but it seems clear from his statement is meant Syria and Iran.Both countries are known to kill the movement for change by violent means.
Obama also recalled that the American people have been killed in terror attacks orchestrated by Libya.He probably was thinking in particular for those who died in the Pan Am Flight 103 over Lockerbie, Scotland in 1988
