The American government was negotiating with Kuwait to put American troops withdrawn from Iraq in the country.
The New York Times reported that negotiations were part of U.S.plans to increase its presence in the Persian Gulf,so that America can act quickly in case of confrontation with Iran or confusion arising again in Iraq.
